Workplace Requirements Program Manual for Safety & Health

REVISED: December 2012


This Manual contains the philosophy, policies, and procedures of the State Employee’s Workplace Requirements Program for Safety and Health and was prepared for the information, instruction, and guidance of managers, supervisors, and employees, in the implementation of this program.

These requirements represent a wealth of practical experience, technical advice and administrative practices developed from many sources and tested in a safety conscious atmosphere. The unique features of some agencies may require expansion of various details to meet their specific needs.  When changes are made however, the requirements of this Manual shall be strengthened not weakened. The requirements in this manual are the minimum for state agency safety and health programs.

The forms and reports herein described are vital to the overall workplace requirements effort and must receive timely execution and submission.

North Carolina General Statutes (GS) 143-583 requires the Office of State Human Resources to monitor state agency programs once a year to verify compliance with applicable safety and health regulations and performance indicators established by the OSHR Safety and Health Steering Committee. State departments, agencies, and universities are responsible for correcting reported deficiencies in a timely manner to make sure State workers have safe and healthful workplaces.

G.S. 143-583 requires each department, agency, and university to prepare a written safety and health manual. The manual is meant to be the definitive text on its programs for anticipating, identifying, assessing, controlling, and communicating hazards, as well as preventing unsafe acts and conditions.

Compliance with safety and health regulations is essential to the effectiveness of an agency’s workplace safety program and begins with the support of top management. The attitude exhibited toward accident prevention and individual safety by employees is a reflection of management’s commitment to the workplace Safety & Health program.
